  • Citizenship

  • Turkish Identification Number (T.C. Kimlik Numarası)

Türkiye Cumhuriyeti Kimlik Numarası (or abbreviated as T.C. Kimlik Numarası) is a unique personal identification number that is assigned to every citizen of Türkiye.
Foreigners residing in Türkiye at least six months for any purpose receive a Foreigner Identification Number, which is different from the Turkish Identification Number, but is used for the same purpose.
The purpose of identification number's introduction is to resolve the problems that arise by same names of different citizens and to speed up the information transfer between the public institutions. With this number, services like taxationsecurityvotingeducationsocial securityhealth carebanking and many others can be carried out more quickly, rationally and reliably.

  • Healthcare

 

Turkish Health Care System consists of public and private services. Benefiting from public and private health services depends on the registration on SGK (Sosyal Güvenlik Kurumu-Social Security Instutition). Foreigners with or without SGK registration may get benefit from public hospitals; however extra charges may be incurred should you are not registered.

Private hospitals may also ask higher fees for doctor visits or medical treatment from those are not registered in the SGK system.

  • Working 

The unemployment rate in Türkiye is around 8-10 %. However the employment market is open for all and any kind of discrimination based on age, sex, religion, nationality, etc. is forbidden. You may report such incidents to the police.

The work permit process is handled by the companies. Please check your visa/residency status for eligibility.

  • Taxation

 

Taxation in Türkiye has three main categories:

  • Income tax: individual or corporate
  • Taxes on expenditures: VAT, ÖTV, Transaction or Stamp Duty
  • Taxes on wealth: heritage, property, MTV

 

  • Pensions 

The pension system in Türkiye has two main parts:

  • Public pension system: SGK-administered system enables the employees working in private or public sector to get retired after the calculation of the contributions paid the age.
  • Individual pension system: Voluntary system one can save to complement the social security system aims to provide additional income during retirement.

 

  • Driving in Türkiye
  • Registration of Vehicle: Araçlarla İlgili Hususlar / T.C. Dışişleri Bakanlığı
  • Driving License: Driving licenses obtained are valid for 6 months. Foreigners living in Türkiye for more than 6 months must get the equivalence of their documents via Civil Registry Offices (Nüfus Müdürlüğü).

 

  • Voting / Elections

Right to vote does solely belong to Turkish Citizens with Turkish Identification Number.

Resident permit or work permit do not give right to take part in the local and/or national elections.

  • Birth

 

  • Foreigners living in Türkiye have the right to give a birth in Turkish hospitals (public/private). The fee may vary according to the SGK-registration status.
  • Parents (Turkish citizens and foreigners) are obliged to register their newborns to the Civil Registry Offices. The Birth Certificate shall be attached in the further documentation of newborn’s citizenship or residence permit application.

 

  • Death/Funeral/Burial
  • In case a foreigner dies in Türkiye, the authorized doctors must prepare the Death Certificate. If the death takes place in the hospital, the abovementioned document is prepared in the hospital. If the death takes place at home, then the family of the deceased should call Osmangazi Municipality via 0090 224 270 70 85 in order to invite the doctor that will prepare the documentation and inform about the further funeral process. This number is valid only for Osmangazi District.
  • Should the family of the deceased want the burial in Türkiye, the designated cemeteries (Muslim or non-Muslim cemeteries) are available.
  • Should the family of the deceased want the burial in abroad, the Municipality may arrange the transportation of the coffin to the airport.
  • The family of the deceased is responsible from the communication with the consular service of their respective countries.
  • As of January 2025, there is no crematorium in Türkiye. Those who are willing to be cremated, or their family, should organize their process abroad.

 

  • Marriage
  • Municipalities are the only responsible places for the marriage of the foreigners.

  • The documents shall be the same should both the couple are without Turkish Identification Number.
  • The visa requirements must strictly be obeyed in the event of both foreign citizens.
  • Religious ceremonies do not exist for foreigners in Türkiye. Couples are entitled to organize their religious marriage ceremonies after the official signatures. Religious ceremonies alone are not valid for the foreign couples.

 

  • Pets
  • According to Turkish legislations, adopting a domestic animal at home is allowed. However there are some responsibilities and possible hick-ups:
    • You must keep your pets within your property and not leave them in the common areas if you live in a condominium.
    • You must keep your pets vaccinated and documented.
  • The administration of condominium or your neighbors may complain about your animal and ask for its removal. Please remember that this would only be possible after a court decision. The municipal police forces (zabıta in Turkish) have the right to check the decibel and/or the hygiene conditions.

 

  • Education 
  • According to Turkish legislations, all children between 6-14 ages, including foreigners (as well as international protection applicants/holders and those under the temporary protection) have the right to access the compulsory education free-of-charge.
  • Education in Turkish public school is in Turkish even though there are cohesion classes for who have poor language skills and there are some selective or additional language lessons such as English and Arabic.
  • There are also private schools with an educational system in other languages.
  • Children with special needs are taken care according to their conditions. You should simply apply to the nearest school for your resident address.
  • If the child has already had the documentation from the previous education life, it will be subjected to the equivalence process.
  • University education in Türkiye is possible after taking the International Student Admission Exam (TR-YÖS) and selection of program. Having a Turkish Identification Number is a must to enroll in the university. Therefore the student should obtain the Turkish nationality or get the resident permit.

 

  • Local Transportation in Bursa
  • Public transportation in Bursa is within the responsibility of Bursa Metropolitan Municipality. In order to utilize the public transportation easier and cheaper, you are recommended to obtain the ‘BursaKart’. For more information, please visit: BursaKart İletişim - BURULAŞ
  • However one can always obtain a single ticket at the ticket sales kiosks.

 

  • Purchasing Property

  • All the purchases must be completed at notaries. The contracts undersigned without the approval of notary is null.
  • The maximum amount of immovable that can be purchased by one person in Türkiye is limited to 30 hectares.

 

  • Bills
  • All the private houses (rental or owned) should have a separate abonnement for the natural gas, water, electricity and internet.
  • These are all different companies and one should go in person to their nearest offices with the desired documentation.

    • Electricity is distributed by UEDAS. Please visit their website for the process that should be followed.
    • Internet service is offered by several companies. One should check the service providers’ websites in order to be informed the tariffs as well as the existing infrastructure at the address of the dwelling.
    • There are several companies offering mobile phone services. One should simply pay a visit to the offices or kiosks of these companies that also exist in the shopping centers.
    • HGS is the integrated pre-paid system for the paid highways. It is identified for each vehicles and can be reloaded online or at the post offices.   • Social Aids

 

  • Social aids are distributed by the Governorship, District Governorship, Metropolitan Municipality and District Municipality. However these aids mostly pertain to those holding Turkish Identification Number.
  • Foreign individuals are invited to check their websites or simply pay a visit to their offices.

 

  • Emergency Numbers
  • Emergency numbers in Türkiye are consolidated under a simple number: 112.
  • All the emergency situations including security, health, fire, traffic and disaster rescue can be dealt with.
  • This number has four language options: English, Arabic, German and Russian.

 

  • Diplomatic Missions
  • Bulgarian Consulate is the only diplomatic mission in Bursa.
  • The nearest diplomatic missions are generally in Istanbul, but can also be in Ankara. However the foreign individuals are invited to control their nearest diplomatic mission for their consular services such as passport, civil registry, etc.

 

  • Notary, Apostil, Legal Support

  • The right to issue the apostil in Türkiye belong to Provincial Governorships (Valilik) or District Governorships (Kaymakamlık) for the bureaucratic matters while the Courts are responsible from the judicial subjects.
  • Legal support is strongly recommended for the bureaucratic procedures as they might be complicated for those are not familiar with the process. Therefore the foreign individuals are invited to find their legal counselors on their own.
